T'challa used his families wealth to reinvigorated the lower income neighborhoods. He attacked criminality at the core by attacking the pharmaceutical corporations, the corrupt police and politicians. His strategy ultimately ushers in a new black Renaissance in Gotham. His new Targets became the corporations private armies and thugs for hire.
